A. Immigration
  • "Visa" and "Status of Residence"
Please note that the visa itself does not guarantee permission to enter (visit) Japan but is only one of the requirements in obtaining an application for entering Japanese territory from the airport or seaport upon the arrival.
If you want to visit or stay in Japan, you have to hold a status of residence depending on your activities in Japan. There are limitations on activities in each status of residence. Japanese embassy or consulate abroad will issue a visa that is suitable for status of residence.

Please use the latest version. (The application documents will need to be stamped with the seal of the graduate school.)
1. When coming to Japan for an entrance examination:
If there is no "Reciprocal Visa Exemption Arrangements" between Japan and your country, please get a "Short-Term Stay visa" for examination. It is not required to get a "Certificate of Eligibility". An immigration officer at the airport or seaport will stamp on your passport the "landing permission" to stay for 15, 30 or 90 days. (Landing permission is not a visa.)
Please note that if you entered Japan on a ‘Short-Term Stay’ status, you are, in principle, not permitted to change your residence status while in Japan.
2. When coming to Japan to enroll in Graduate School of IST:
When you travel to Japan following your admission, a ‘Student’ visa is required. You are responsible for submitting the visa application at a Japanese embassy or consulate. To facilitate the prompt issuance of your visa, the University may, on your behalf, submit an application for a Certificate of Eligibility to the Tokyo Regional Immigration Services Bureau.
(1) Application for Certificate of Eligibility
If you wish to obtain a Certificate of Eligibility (CoE), detailed instructions will be provided by the Graduate School after you have passed the entrance examination in the case of regular students (Master’s or Doctoral students). For International Research Students (Kenkyūsei) and Exchange Students, guidance will be provided by the Office of International Relations (OIR).
The following documents are required:
  1. Application forms for Certificate of Eligibility---Forms P1, P2, P3 for Applicant (Forms to be completed by the host institution (P1, P2) will be prepared by the University.)
  2. One photograph---40 mm (H) × 30 mm (W), taken within the last 6 months, hatless, with no background
  3. Copy of your passport---pages showing your name, passport number, and photograph
  4. Copy of your Admission Certificate issued by our Graduate School
  5. Postage stamps: 460 yen
  6. Proof of financial resources---such as a scholarship certificate, proof of remittance, or bank balance certificate

3. When someone who is already in Japan enrolls:
If you are already residing in Japan and are admitted to the Graduate School, you are required to apply to the Immigration Services Bureau for either an extension of your current residence status or a change to an appropriate residence status.
(1) Application for Extension of Period of Stay
If you currently hold the residence status of Student, you are required to apply for an extension of the period of stay. Applications may be submitted beginning three months prior to the expiration of the current period.
The following documents are required:
  1. Application forms for "Extension of Period of Stay"---Forms P1, P2, P3 for Applicant (Forms to be completed by the host institution (P1, P2) will be prepared by the University.)
  2. Passport
  3. Residence Card
  4. Copy of your Admission Certificate issued by our Graduate School
  5. Documentation verifying your enrollment status, including a certificate of enrollment
  6. Academic Transcript (for degree-course students) or Certificate of Research Subject (for research students)
  7. Proof of financial resources---such as a scholarship certificate, proof of remittance, or bank balance certificate
  8. Fee (stamp fee)
    *Please note that additional documents may be requested at the discretion of the Immigration Services Agency.
(2) Application for Change of Status of Residence
If you currently hold a residence status other than Student, you must apply for a change of status. In order to receive all services provided by the university for international students, it is necessary to hold the Student residence status.
The following documents are required:
  1. Application forms for "Change of Status of Residence"---Forms P1, P2, P3 for Applicant (Forms to be completed by the host institution (P1, P2) will be prepared by the University.)

4. While enrolled in Graduate School of IST:
(1) Application for Extension of Period of Stay
Applications may be submitted beginning three months prior to the expiration of the current period.

When you extend your period of stay, your residence card will also be renewed. Please be sure to check with the city office.
(2) Temporal Departure from Japan
A re-entry permit is authorization granted in advance by the Minister of Justice to foreign nationals residing in Japan who intend to leave the country temporarily and re-enter. Its purpose is to simplify immigration and landing procedures upon return.

If you will re-enter Japan within one year of departure (or by the expiration date of your current period of stay if that date comes within one year) and will continue the same activities, the ‘special re-entry permit’ applies, and you do not need to apply for a re-entry permit.

If you have more than one year remaining on your period of stay and plan to re-enter Japan after more than one year has passed since your departure, you must obtain a re-entry permit in advance.
  • Re-entry Permit

  • Special Re-entry Permit

    International students who possess a valid passport and residence card are, in principle, no longer required to obtain a re-entry permit when departing Japan if they intend to return within one year in order to continue your activities in Japan. This system is called the special re-entry permit. However, if your period of stay expires within one year after departure, the re-entry deadline will be the date of expiration. Please take special care if you plan to be away from Japan for an extended period.

    If you use this system when leaving Japan, please ensure that you check the appropriate box on the Embarkation and Disembarkation Card for Re-entrants at departure. No fee is required for using this system.

(3) Permission to Engage in Activity other than that permitted under the Status of Residence Previously Granted (Permission of part-time Job engagement)
Under the ‘Student’ residence status, you are not allowed to engage in activities that involve receiving payment. However, if you obtain this permission, you may work part-time under certain conditions:
  1. During the academic term, students are permitted to work up to 28 hours per week, and up to 8 hours per day during extended vacation periods.
  2. Work performed within a university laboratory also requires prior authorization if any form of remuneration is involved.
  3. Students are prohibited from engaging in employment in the adult entertainment industry, including but not limited to cabarets, pachinko parlors, love hotels, “fashion health” establishments, telephone clubs, and message-dial services.
  4. Those intending to take on part-time employment may apply for the permit in advance, even if the place of employment has not yet been determined.
  5. The validity of the permit corresponds to the duration of the student’s authorized period of stay.
Even with a Permission to Engage in Activity Other Than That Permitted by the Status of Residence, it is unlawful for individuals holding the ‘Student’ status of residence to engage in paid employment during a leave of absence.

5. When completing your study and research:
(1) When you work in Japan after your completion
You must stay in close contact with the employer and apply for a change of status of residence.
The following documents are required:
  1. Application forms for "Change of Status of Residence"---(The form varies depending on the type of work.)
  2. Passport

  4. Curriculum Vitae
  5. Certificate of Graduation / Diploma
  6. Statment of Reasons for Application
  7. A copy of the Employment Contract
  8. Other documents prepared by the employer

(2) When you stay in Japan for job-hunting
  • Designated Activities (Continued Job Hunting)
International students holding the Student status of residence who wish to remain in Japan after graduating or completing their program (having obtained a degree) for the purpose of job hunting may apply to change their status of residence to Designated Activities, provided they receive a recommendation from the University of Tokyo.
If approved by the Immigration Services Agency, applicants may stay in Japan for six months. Based on the submitted application documents (such as proof of job-hunting activities), an extension may be granted for an additional six months, allowing a maximum stay of up to one year in total.
Please note that non-degree students, such as research students or exchange students, are not eligible.,

  • Designated Activities (Future Creation Individual・Job Hunting)

From April 2023, the Japan System for Future Creation Individual Visa (J-Find) was introduced. Under this system, individuals who have graduated from an outstanding overseas university and wish to conduct job-hunting activities or entrepreneurial preparation activities in Japan may be granted the status of residence of “Designated Activities (Future Creation Individual)”. This status of residence allows them to stay in Japan for up to two years. *When you receive informal job offer during your stay with "Short Term Stay" status and will be officially employed within one year after your completion of study
You are able to apply for changing your status of residence to "Designated Activities" and with this status you are able to stay in Japan until you are officially employed (within one year after your completion of study.)
(3) When your period of stay expires before completion
If your period of stay expires before you complete your program, you cannot apply for an Extension of Period of Stay under the Student status of residence. Instead, you must apply for a Change of Status of Residence. In such cases, your status of residence will generally be changed to Designated Activities (Departure Preparation Period).

6. When staying in Japan with your family members:
(1) Application for Certificate of Eligibility (Status: Dependent)
When your family members (your spouse and children) will live with you in Japan, they may obtain a long-term visa with the status of residence “Dependent.” You may apply for a “Certificate of Eligibility” for your family members at the Immigration Office in Japan. With this status of residence, your family members are permitted to stay for the same period as your authorized period of stay.

Please note that parents, siblings, and other relatives are not eligible for the “Dependent” status of residence. If they wish to visit Japan, they must apply for a short-term stay visa, which allows a stay of up to 15 or 90 days.
Holders of the “Dependent” status of residence are not permitted to engage in paid work unless they obtain the “Permission to Engage in Activity Other Than That Permitted Under the Status of Residence Previously Granted” (permission to engage in part-time work).
(2) Application for Extension of Period of Stay (Status: Dependent)
The following documents are required:

Your family members are permitted to stay for the same period as your authorized period of stay.
B. Formalities at the Ward/Municipal Office
1. Resident Registration:
(1) Initial Registration
  1. Non-Japanese nationals who plan to stay in Japan for 90 days or more must complete resident registration at the ward/municipal office of the district where they live within 14 days of establishing their residence.
  2. Required Documents:

  1. Submit the Notification of Birth to the ward/municipal office within 14 days of the birth.
    Required documents:
    1. Notification of Birth
    2. Certificate of Birth issued by the attending medical doctor which is attached to the Notification of Birth
    3. Maternity and Child Health Handbook
  2. Apply for a passport for the baby at the embassy or consulate of your home country
  3. Apply for Status of Residence and Period of Stay at the regional Immigration Services Bureau within 30 days of the birth.
    Required documents:
    1. Application form for Certificate of Eligibility---Part 1 and Part 2 R (Dependent)
    2. Documents certifying the birth---(e.g., a certificate confirming that the Notification of Birth has been submitted, the Maternity and Child Health Handbook, etc.)
    3. Questionnaire
  4. Apply for Resident Registration at the ward/municipal office within 60 days of the birth.

  5. If the Certificate of Eligibility is issued after you have received your baby's residence card, please report this to the ward/municipal office.

(2) Change of Registration
  1. If there are any changes to your registered information (address, name, nationality, status of residence, period of stay, etc.), you must report the changes to the ward/municipal office within 14 days of the change.
  2. When you move to a new residence, you must submit a moving-in notification to the ward/municipal office of your new address and a moving-out notification to the ward/municipal office of your previous address.
(3) Certificate of Residence (Ju-min-hyo)
  1. This certificate shows the details registered in your resident registration and is issued upon request (fee: 200–300 yen per copy).
You must always carry your Residence Card with you. If you are requested to present your card by a public official, you are required to show it.
If you leave Japan without a re-entry permit, you must surrender your Residence Card at passport control.

(1) Enrollment requirement

If you will stay in Japan for one year or more, you are required to enroll in the National Health Insurance (NHI) program. If you hold a “Student” status of residence, you should enroll even if your planned stay is less than one year.

(2) Family members

If your family members will stay in Japan for one year or more, they shoul also enroll in the program.

(3) Premium payment

The insurance premium is calculated based on your household income from the previous year and the number of family members. A bill will be mailed to your address. You must pay the premium by the due date at a bank, post office, or ward/municioal office.

(4) Premium reduction for international students

For international students, the insurance premium may be reduced upon submission of an income report. You must submit an income report every year to apply for the reduction. After submission, the reduced premium amount will be notified to you by mail.

(5) Change of address

If you change your address, please report the change at the ward/municipal office of your new place of residence.

(6) Medical coverage

When you receive medical treatment under the program and present your insurance card, 70% of the medical costs will be covered by insurance. You are responsible for paying 30% of the total cost. Please note that the program does not cover pregnancy, childbirth, or certain types of treatment such as cosmetic surgery and some dental procedures.

(7) Lump-sum benefits

A lump-sum allowance may be provided for childbirth, hospitalization, or cases involving high medical expenses.

(8) Leaving Japan

When you leave Japan after completing your studies, you must return your insurance card to the ward/municipal office.
